Eligibility?
Eligibility may vary by service, please let us assist you to see if you qualify.
Eligibility is typically based on gross monthly/annual household income levels. You will be asked to provide proof of income before receiving assistance.

Please call 410-857-2999 immediately for assistance.
The following items will help us assist you as quickly as possible:
Proof of need (utility turn-off notice)
Proof of income (pay stubs, pension statements, child support information, TCA, unemployment, or Social Security/Disability income)
Applicant’s photo ID and copies of all household members’ Social Security cards
Copy of your lease or most recent rent receipts (for evictions)
Home Energy Services
HSP works with Maryland’s Office of Home Energy Programs (OHEP) to assist Carroll County residents with electric and fuel costs, bill assistance, the Maryland Energy Assistance Program (MEAP), and arrearages. Additional utility resources may also be available to assist with utilities related to heating, cooking, hot water, and water/sewer service.

Through a partnership with Fuel Fund of Maryland, HSP also offers Watt Watchers of Maryland energy efficiency workshops that are free of charge and open to the public.

Community Partners
Each year, HSP helps thousands of Carroll County residents prevent and fix emergencies by utilizing community funding to assist people in crisis. Community partners are crucial to this effort as they provide funding when other resources fall short. HSP partners with businesses, foundations, individuals, and faith-based groups in our community to raise support for these efforts.
